On July 1st, the Law Offices of Paul W. Ralph filed suit against Hsiu-Ying Lisa Tseng, D.O., who is suspected of unlawfully prescribing prescription narcotics to her patients. As reported by a number of media outlets for the last year, Dr. Tseng is suspected of dealing prescription drugs to her patients, a practice that has allegedly led to ten overdose or suicide deaths.
The lawsuit filed by Mr. Ralph’s office has been brought on behalf of a long term patient of Dr. Tseng and who is one of a number of patients the California Osteopathic Medical Board alleges the doctor mistreated. In the Medical Board Accusation filed on March 22, 2011, it is alleged that Dr. Tseng repeatedly prescribed the client narcotic pain medication absent medical justification or an established treatment plan. Additionally, it is contended by the Board that Dr. Tseng’s failure to refer the patient to a specialist for management of his chronic pain was a gross departure from the accepted standard of care.

As alleged in the lawsuit, the client suffered significant personal injuries and damages as a result of the overuse of addictive and narcotic medications prescribed by Dr. Tseng. This ultimately led to multiple hospitalizations and treatment for drug dependency. The lawsuit filed with the Los Angeles County Superior in Pomona has been scheduled for its first hearing in November.
